The problem is that streaming sites knows that people tune out.
This means they don't want to send you an hour of video if their statistics say you will only watch 30 seconds.
So they send you the portion, waits for you to watch that and then they send more.
It saves a lot of bandwidth, but if they cannot handle the amount of users, you wait for the buffer.
I have circumvented this by blocking the communication to how far it is in the video and thus downloaded the entire video as fast as it can. This way, I can pause the video, do something else for a minute and then watch it without interruptions.

We've had scripts for this for years now, specifically YouTubeCenter has an option for it and many other youtube fixes.

I hate the way companies manage their stuff on YouTube. A few days ago I loaded an old bookmark to listen to a song, and it was blocked in my region now. It was the official channel of the band. But what about the numerous unauthorized uploads of the song, just sitting there for years? No region restrictions.

Then you've got Japanese companies feverishly taking down commercials for their own products just because they didn't upload them, and taking down short clips of shows. All for nothing, for no benefit.
