That is a good thing because you are blocking telemetry i.e. "Windows 10 is botnet". Five seconds on google would have provided you the answer to allow Microsoft to spy on your ass.

there is no group policy set up... its a fresh install on a new network...
I run into this with enterprise and turned off settings in GP.
win 10 will routinely ignore GP settings.
