Is there a way to emulate Android on a computer (maybe through Virtual Box)? I'd want to emulate a rooted device and be able to do things like call an Uber.

I've used Bluestacks and I could root it, use the GPS with my real location or a fake one using a spoofer

Run a VM of Android X86. The good thing about android is it doesn't give a fuck whether you use an angry birds processor or a real one, it will run just as well and most apps will work unless they have some angry birds optimization shit.
I recommend 16GB storage and 2GB RAM.
