its probably under the pcb to act as an insulator to stop the board from shorthign out and starting a fire incase you turn out to be a full on autist and somehow manage to dent the fuck out of the psu and then decide to actually use it still.

This. Although the clearance between the PCB and metal of most PSU's is not enough to short-circuit anything, higher-end manufacturers like to include it just to be safe.

It's actually between the PCB and components. It's to prevent the fan from blowing debris directly onto the PCB where dust/residue would eventually build up and cause a short circuit.
