It's not your phone, retard. Phones don't have static IPs. Your cell provider has a limited number of IP addresses and it just doles them out randomly. They're constantly switched around as needed. When you try to post on 4chan and find that "your" IP has been banned it has nothing to do with you. It just means some other guy got banned, reset his IP, and then you got the shit end of the stick and you were assigned his IP. You do not necessarily need to reset your device in order to get a new IP. The cell tower just allows you to use one from it's list every time you post.
