That wont get you to 4.5GHz safely on a 6700k, it MIGHT manage it, but a 212 evo is only 1 step above the stock cooler, it's NOT a heavy OC cooler in the slightest.

here is my 5820k in CPU-Z bench, my single core performance is about 100 points below a 6700k (the 6700k gets roughly 2050).

Multicore the 6700k gets about 8600

The reference CPU is the FX-9590 and as you can see, the single core is closer to 1.8 not 1.5, and multicore is basically identical to the AMD, despite the fact it's quad core vs 8 core.
