Unfortunately, I think that the two party system is an inevitable part of having democracy on a large scale (large meaning anything bigger than a city). The problem is that the parties most likely to be voted in have to appeal to a large population, and that means that you can't have any seriously policies unless you water them down to cater to the lowest common denominator. What you are left with is either many political ideologies that most people disagree with, or few ideologies which many people can choose not to disagree with.

For the most part, democracy doesn't mean much (both Democrats and Republicans are right-wingers, with both parties choosing to exaggerate some social, but relatively unimportant, differences, such as views on immigration, welfare, etc. - for instance, both parties are extremely for NSA surveillance).

The problem with republics/democracies is that they tend to be slow and ineffective at producing policies, because the political infrastructure has so much overhead.

As I stated before, it might be impossible to avoid. I don't know much about politics, but I imagine the best way to improve any country is by making sure that its population is educated. That being said, even that would not have much of an effect in the USA, simply because the system here assumes the population is stupid (that's why we have the electoral college, two house senate, checks and balances, etc.)

All I can really tell you is that I do not believe representative democracy is the answer. No matter where you go, most people are morons, and I think it's kind of ridiculous that the general population should have a say who should make the laws. Not only are people inconsistent with what they want, but they do not know how to get what they want. The same is often true of the politicians that vote for them. Never mind that democracy leads to the dominance of career politicians, whose biggest goals are to stay in office (and not aid their constituents).

Second off, public opinion does fuck-all. Lobbying is what does the heavy lifting, because they are the ones who tell faggots what's what.
An example of this would be a politician who doesn't have a lot of knowledge about an issue, say, space travel. If there was a good lobbyist in place, they'd tell that faggot not to allow the funding for the SLS and keep funding the Ares programs, or alternatively, push for space depots, but we got the steaming pile of shit that is the SLS.
