Well if you tried to reset your router/modem to get a new ip
and you were still blocked they might have a range ban
on non-US/NA IP addresses. you would need to get a VPN or something
the admin is most likely banning public proxies, known tor exit nodes and other
similar methods.

Can't really do anything about it unless you get the admin to respond to email
and even then if the site is old he may have moved on.

Yeah, it looks like the capture cards are only supported on n.america motherboards, but the controller mod works on others.

I'll keep an eye out on modding forums for someone who bought one and couldn't install it.
