I'm really interested in learning C and C++. However whenever I try to choose an IDE from the plethora of IDEs. Most are either Bloated (i.e. Visual Studio) Paid (i.e. Clion) really out-dated (i.e. Code:blocks) or not available for Windows. (i.e. Xcode).
What would /g/ recommend;
I'm using Windows 7.

You're going to have to endure so much pain down the road if you choose to develop with C++ on Windows anyway that it's reasonable to just switch to Linux right away. Seriously, just grab a Fedora ISO, wipe the disk and start anew. You won't probably even be able to tell a difference, but much of the pain that would come with programming on Windows will be eliminated.

Grab a text editor, being a Windows user you'll probably be comfortable using something like Sublime or vscode.

I personally also use CLion but it's paid. If you're desperate for an IDE I think Netbeans is an option but I've never used it myself.
Use something like Sublime Text and just use the built-in build integration. Write code, hit a key and it builds your code.
