Anything openly selling itself as a dedicated emulator device is probably shit. Shit screen, shit buttons, shit build quality, shitty stolen or hacked up emulators, whatever.
Build one yourself (tons of raspi guides), or use your phone, or a hacked game console. The hacked N3DS might be a good choice if you're interested in 3DS games as well, though that comes with a bigger price tag.

Get a Vita and wait for the 3D emulators to be developed. You can already emulate everything 5th gen and prior, sans the n64. Once that's sorted out, along with a Dreamcast emulator and PSP ISO loading, you'd be a fool to choose anything else.

Most soc emulators like that are complete garbage. If you buy it you are guaranteed to get ghosting out the ass from the cheap screen, stiff buttons, and garbage sound quality.

Your best bet (assuming money isn't an issue) is to get a PSP Go. You'll get a high quality screen, physical buttons, and 16GB of built in storage. All PSPs are moddable now regardless of firmware, so you'll be able to play everything up to the 32 bit era on it, and the emulators are extremely mature due to being worked on for over a decade at this point.

Don't use your phone. Android emulators tend to be shitty and playing a GBA or NES game with a touchscreen is fucking retarded. Drop a few bucks on a PSP Go (or even a regular PSP if you don't mind it being less portable) and you'll be set.
