Well, there are shitloads of startups in Romania, yes. You could even use fucking Scratch if that makes you money, it doesnt matter what you use if your sole purpose is making money and delivering a good enough service/product that's used ( micro$oft is still botnet but it's used)

Also Romanian programmers are known to be cheap to hire yet they do some quality work.
