Just run XP in your virtual machine, the whole machine can be frozen instantly, it does not effect on anything and you only need to give it 512MB RAM and a core.
Why do you need windows 10 on bare metal?

AFAIK since 2015 LTSB is not build 1511, there is no option to lower telemetry to the security level, but only to basic. Of course this is excluding the disabling of services including diagtrack.
