When down an issue between motherboard & CPU, how do you determine which is ultimately the cause?

Remove the CPU? Process of elimination broski. If you remove the CPU and your computer still doesn't turn on, your problem is your motherboard. Now go back to whatever non-technical board you're from.

The only real way you can test is swapping the CPU.
If it works after a swap its the cpu, if it still doesn't work after a swap its the motherboard.
I've been in this scenario a lot of times before, luckily working in pc repair you have spare parts on hand most of the time. But in the case of laptops we didn't a lot of the time.
So we would see which part (the cpu or the motherboard) is cheaper online and buy the cheaper option.
tl;dr theres really no way to tell unless you have a newer motherboard that will indicate a problem with the cpu like >>57017672

Not always. And not all motherboards will beep. I've had boards with bad RAM that just spun the fans.
