Most/all ISPs over-promise and under-deliver. It's called under-provisioning. That's OK if nobody uses more than the planned data. But if a small minority blows the limit then everybdy suffers.

It's not like water or electricity, where you're paying for the amount you receive. How much data you consume has literally no affect on Comcast's bottom line.

In fact, comcast and other ISP's would be happier if you didn't use the internet at all (while still paying them for the privilege, of course). If they can convince people to use less bandwidth, then there's less impetus for them to upgrade their infrastructure.
