You can get GCC through MinGW (Minimum GNU for Windows). It's a command-line compiler, so you'll need to write your code in a text editor.

Since Visual Studio is technically a C++ only compiler the best you can get is GCC through Cygwin or MinGW, I prefer cygwin. Any other option is unlikely to have recent C features and more than likely deadly bugs.
