on windows, root doesn't fully function as root. windows still enforces its admin privileges. preventing you from total access to the system. if you're that paranoid you can create a normal non root account just like regular linux.

you also have to go out of your away to enable the linux subsystem. from activing developer mode to installing it from add or remove windows programs. the average user does not gain access to this. even the average "power user." its not even included by default.

when intel came out with HT (smt), microsoft, and even linux, had to update their schedulers to schedule processes efficiently.

multi-core became mainstream, on both sides of the fence, tweaks had to be done.

amd with faildozer cmt design? same thing. even linux had to and their tweaks netted the same performance increase as microsoft, 10%. that 10% being massive since faildozer was terrible in the single threaded department.

and now amd is coming out with their own unique smt design with zen. you bet there will be tweaks needed to the windows scheduler.

its more than just power saving.

oh and can't forget the most obvious. if microsoft won't release support for the newer gen processors, why would intel and amd bother releasing chipset supports for anything lower than 10?

Because they do. There's no reason to use Windows over Linux aside from video games and those are for manchildren. Photoshop and CAD stuff is another example, but those can run through Wine or whatever. Although Gimp is fine because if you really cared about Photoshop so much, you'd use a Mac. Along with any other design software.
