Anyone have any idea why the 3.3v is so low? is the psu no good?

Your PSU is fucked, or at least it's wildly out of spec. (Cheap shitboxes?)
Yes. Turn off immediately. Do not write to any disks. Replace PSU.
Chipset, SATA, feeding VRMs along with the other rails.

yours gonna blow up soon, 5v should be 5 at least and 12v is should be between 12-13. Shut it down m8 before you lost everything.
