I had this happen a lot with my old phone, except it was the opposite and would display something like 30% battery when it was really at close to 0%. It was rooted and the problem persisted across different custom ROMs. I'm guessing the battery was fucked.

Something similar happens to me with my iPhone

The battery will show something like 2% and when I plug in the charger it jumps to like 20%
