Investing in a fiber network for your country would actually probably help simulate your economy. Basic labor would be needed for laying the fiber as well as construction equipment, specialty tools, fibreoptic cables and equipment, etc. Not to mention your country could make itself very attractive if they offer tax advantages for locating server farms or similar things in Greece.

I doubt it'll happen because I'm sure there are some better uses for the money, but a fiber network for the country wouldn't necessarily be a bad idea.

The main problem is the tax regulations. They seem to be specifically tailored to do the opposite of what you described for investors. And the only use for such money so far seems to be filling the banks and politicians' pockets. Development in Greece is sadly an unreachable dream due to the economic status right now.

But I digress. At least our internet services are still a bit above average. I can not imagine what it'd be like with a <3Mbps connection anymore, it's a very distant memory from 2005-2006.
