that adapter isn't what you think it is. it's for using a pci-express 1x slot with up to a 16x slot width card. you're not simply connecting it to a usb port
actual slot port replicators/extenders are much more expensive and usually either need their own psu or come with a big power brick

The usb connects to the 1x card you hook on the motherboard's 1x slot (it's tiny). the power also connects to the psu from the same computer. iow, you need a desktop to use that adapter at all.

I believe the chinks only used a USB 3.0 cable because of it abundance.
