Something written in C (if it's static linked) you can compile on the phone with clang and run instantly. If it's dinamically linked you need linux desktop with NDK (everything prepared for major distros by Termux developers) to build .deb package (because system variables in android slightly different and complex apps with many dependencies rather wont build without a patch) and install it through dpkg.
Aaaand yes, that's how it works. Only one restriction: you can't up X or everything that uses video output this way.

I think Android has abandoned a lot of what it originally identified with. The Nexus phones still discourage rooting. The rest of Android is a fragmented clusterfuck of manufacturer skinz and NFL apps.
