Depends entirely on the program developer. The Qt framework supports GNOME icons via the fromTheme static call, which returns a QIcon, which you can set in the tray.
It's not Qt's fault that the developer chooses a static image.

A lot of QT/KDE interfaces feel like they've been horribly designed.
GTK3 interfaces tend to feel more barren but whats there is usually good.

As pointed in this thread Qt and QML is viable too for both mobile and desktop, so it's not the only one.

Would you mind giving more info on this?, serious question, xaml is pretty nice and would be nice to use it on other platforms like linux, android, ios and macos.
