A base graphics program offering only the very bare essentials, that is actually a solid functional program, is really not difficult to maintain and is actually used by a lot of people.

There was an uproar when the calc got metro-ized.

It's simple and easy to use. Good for quick edits by retards that don't want to have to learn the interface to something as complicated as GIMP or Photoshop, or even Paint.NET.

It doesn't really change much between Windows versions. They're not really paying much for it.

Paint is not an image manipulation program like GIMP or Photoshop. Paint is a drawing program and that is all it needs to be.

It's actually a great program if you learn all it's intricacies. Most of my artwork was made in paint.

Warning: Do not use post-ribbon paint. Vista paint is the best version.
