Invention is driven by necessity.
War creates necessity, but it does steer inventions into certain direction. While leaving other areas of research entirely unexplored. It's better to pick the problems you want to solve yourself.

If you want to steer it in a certain direction, impose artificial challenges.
For example, the AI controls a bunch of soldiers which are given the resources with which to understand the English language, but they can only communicate it at finite speed; which means that the AI has to develop casual ways of talking, and also be able to actually correctly interpret instructions.
