one of the first relevant things you'll see by searching for "scripts" is this;
>--load-scripts=<yes|no>
>If set to no, don't auto-load scripts from the scripts configuration subdirectory (usually ~/.config/mpv/scripts/). (Default: yes)
ok, so it loads scripts from a "configuration subdirectory" by default, cool! so lets find out where that directory is so we can put it there
checking out "configuration files", near the start there's a mention of windows

lets check out the FILES section
alright, here it shows you where mpv expects things to be, including the scripts folder
and further down there's the windows-specific folders!
now we just need to download that lua file from github, and place it in the scripts folder, then mpv will load it automatically, as we read!

how is putting a script in a "scripts" folder, in the program configuration folder which is under appdata, the place where you put program configuration folders in windows, ass-backwards?
