I know you guys aren't tech support, and I appreciate any answers, I just don't know where to go from here.
My PC crashes on boot up every single time, after a few seconds. If I'm fast enough I can log in, but mostly not. I can get into BIOS and it will run fine as long as I'm there.
This has been happening for some months now, and I've tried just about everything possible.

The problem only started a few months ago. It just came from seemingly nowhere.

can you post your full system specs? i can maybe help you
Without knowing much about tech support it sounds like a driver problem. Did you recently do any hardware upgrades?

make a recovery cd, boot into it, use command prompt and delete that driver.
Boot into safe mode and uninstall any Intel USB drivers. Also did you have any RAID config?

Disable USB 3.0 in your BIOS, and turn XHCI and EHCI features off, USB 3.0/3.1 is a clusterfuck on 7 half the time, and given the driver in question causing the issue, this is probably it

If you can't even remove a file using command line, you should probably pay somebody who knows what he is doing.
Can you run a liveusb linux distro?
If yes, backup and reinstall windows.
It could be just a software issue.
Maybe install 8.1 instead of 7 for better stability and performance.

This is why it's handy to have a Linux distro on USB. Just to test the hardware or rescue the data.
It seems you have a bad/corrupted driver. Try to boot into any distro's Live USB and delete that .sys file or find a Windows DVD/USB and try to do the same from the command prompt.
