It's quite a bit of effort to program an emulator for a modern console. We may never ever see an Xbox emulator because of the fucking convoluted shit Nvidia pulled with the GPU.

There would probably be one already if you couldn't just buy the consoles for less than $200.

I heard anything functional on the PS3 emulator says nothing about "actual" games. Because those shovelware titles like G-Force or Ice Age that run well are only using the Cell in a really shitty way no well-programmed game does. Like I heard they just use the main PPE rather than all the SPEs or something like that, and the SPE emulation is actually fucking awful.

Not sure if it applies to that game though.

This. PowerPC CPUs aren't THAT complex. In fact the instruction set is much simpler than Intel's. On the other hand GPUs are not only complex, they are barely documented.
Usually, you use a higher level language to speak to the GPU and a specialized compiler does the job of translating that into GPU code. And that's the really hard part for emulation, decoding the GPU code and recompiling it for the host system.

Just open up a PS3 or Xbox360 and connect it's hardware with your PC. When both motherboards are connected properly all you need to do is open the game on your PC and it will automatically send instructions to the console motherboard. You'll just need to boot the PC into the console which is as simple as dual booting. :^)

We can, it just takes time to RE and write an emulator. Being worked on though.

Instruction sets for SPE's are incompatible with x86 architecture.

Homebrewers are looking in to utilizing GPU's to emulate SPE's in conjuction with your system's CPU. But don't expect any progress to happen soon, they're doing this shit for free.
