Would an extremely compact program run unusually fast for its number of operations?
IIRC there's very small amounts of memory that have low latencies with the processor, I'm curious as to if they can be used by short programs for crazy speed.
Programs that fit in cache can execute considerably faster yes.

It also depends on how much and/or how badly the code branches. Assembly optimizations also take a bit of load off the realtime compiler/interpreter.

Most Linux terminal programs are small enough for such optimizations.
