You don't need to pay then if you don't watch live tv or use BBC iPlayer. Other channel apps don't require a tv licence if you don't watch live content. These apps just have a simple yes/no question on whether you have a tv licence or not.

A lot of it is local, more corrupt local counties and cities here in the USA as well.

There is no natural gas in my area so I have large propane tanks that are used on everyone's property. Mine are properly permitted and have passed all inspections. They were running empty so I just called a gas company that I googled, they came out and filled them. 30 minutes after they left I had the police and county inspectors at my door, got a $890 fine for not using an "approved company" and had to have my tanks emptied (another $1000 lost) and refilled again by an approved company ($1500, for the same amount!). They approve certain gas companies per the areas in the county, and it's not the gas companies fault either for not realizing they were in the wrong area... So yea, I got bent over and fucked by the county. I am sure someone, somewhere is just pocketing all this money.

It's not legal, and apparently talking to some of the older folks that were born and raised here it's been going on since they can remember. However, whenever they have had town hall meetings about this etc. the county officials literally send inspectors to everyones property that was there at the meeting the next and just start handing out fines left and right. I am hoping that one day it goes viral or something so the county cannot ignore it due to outside factors, but for now they'll just carry on their way.
