Is windows 10 safe to install now? or should I stick with windows

7 or 8.1 are decent options, this choice is hardware dependent. If you feel windows 8.1 is slower stick with 7. If you're too lazy to remove all the bloat 8.1 comes with stick with 7.
You should probably switch to any newbie friendly linux distro, since windows 10 will never be safe unless they go full open source.

I got some issues (like start menu freezing itself and not responding) up till march or so, from then on, works great.

This implies that you're expecting a time to come when it will be safe to install. Assuming I understand what you mean when you say "safe" I feel pretty confident in telling you that this time isn't coming. Ever.
