The 1060 has essentially replaced the 970 as the widely available consumer card.

They decided to change up the number vs market to allow for more stratification in higher cards(1070 is for entry level enthusiast, 1080 for entering 4k territory and finally running 1440p perfectly, titan for 4k). No one was buying the cards below 970.

At $350 the 970 was grabbing too much from both the enthusiast card markets and their consumer cards. Everyone just bought a 970 last generation. They wanted to give their lower cards(1060) more purpose, so the 1060 is essentially the 970 equivalent now while the 1070-1080 have new niches as compared to previous generations.

The GTX 970 is the most popular gaming GPU in the world. Even after the 3.5 fiasco people still kept buying them.

Why? It was a really good card for it's price. It's not the norm that every x70 card is the best thing to buy every generation.
