The Kony2012 campaign that instantly appeared over night, the tens of thousands of bot social media accounts spreading the exact same messages to get it noticed. That had to be all computer controlled from a centralized location.

Thats totally unnecessary as crime can be modeled in a probabilistic fashion. Microsoft has software for predicting where accidents will occur, how to best regulate street lights to eliminate congestion in cities, and where crime will take place, even when it will take place. They can predict crimes by type even, with a ridiculous degree of accuracy.
Police alter patrol routes to those areas at the predicted times and crime rates decrease.

Mass surveillance is unneeded, and would be an enormous waste in computational overhead and storage. You don't even need a ton of hardware to handle this issue.
