My camera is being used by an unknown application. How do I detect the unknown application and shut it down?

There are no processes opened, and I cleared my start-up. I think I've been hacked with megasploit. Do you think the windows disc repair option should be able to detect and replace any altered files? Am posting from safemode with networking. Doing full custom scan using malwarebytes.

Process explorer isn't detecting the device either. So strange. It's appearing in device manager. Malwarebytes didn't detect anything either.

The light is indicating that it's being used, and the webcam application isn't detecting it and suggesting to me that it's in use by another application. Swapped over to my linux partition and used cheese just fine.

I have half a mind to just format the windows partition, but then they're going to "fix" the bootloader and I won't be able to access my linux partition unless I do a fresh install on that as well, because I'm a pleb when it comes to setting up grub manually
