It's a fucking wheel. Because "scroll" comes from the old french "escrouelle" ~ to strip, to roll.
The metaphor has lost almost all meaning, but there is a reason why it's like this.
If an arrowed bar represent scrolling better, why call it fucking "scrolling" in the first place, why not panning? Because nobody gives a fuck, that's why. A shitload of semantics is lost on us.

For example, text has a root in the latin "textus" coming from "texo" ~ I weave. To make plaintext files have a cloth icon would be retarded, but it would be correctly retarded.
