No. Only Intel and AMD are legally allowed to produce x86 processors, and any other ISA would be incompatible with the vast majority of programs. Do you know why people use Windows over Linux? Because Photoshop and Call of Duty. Both of those not only require Windows (or Mac), but they also require x86.
