Mobile chip makers like ARM might... If they can develop their architectures to scale well up to desktop-level, we might even see Intel and AMD overthrown in a night, considering how much processing power their chips can currently produce while pulling just a few watts.
Like that 10w passively-cooled GPU that Imagination showed off last year, which was faster than a 980Ti at raytracing.

No. Only Intel and AMD are legally allowed to produce x86 processors, and any other ISA would be incompatible with the vast majority of programs. Do you know why people use Windows over Linux? Because Photoshop and Call of Duty. Both of those not only require Windows (or Mac), but they also require x86.
