When I was in a dorm ~6 years ago I got a look at the wifi situation. There were like 6 fairly good long range wifi routers hooked up to a main hub, and then like a dozen 12-way splitters hooked up wiring every dorm room with lan.

sounds like your problem OP. the wifi routers are plugged in as close to the source as your gonna get, your lan connection is probably shared with everybody on your floor through a single port

Use ethtool and check your connection. If the Speed value doesn't match the biggest advertised link modes (Advertised or Link partner advertised) then your cable or the connections are fucked/old. Call IT and tell them to step the fuck up.

If you're too dumb to do that then check how many wires are coming out of the big wall cable. Check the order of the colors and compare them to pic related.
