App is non-threatening and not (necessarily) technical. Nobody outside IT wants to know what's the difference between a program and an application.

No, we didn't. Most people still call computer software "programs", not apps. Unless you're talking about mobile software, which was always called "apps" or "applications" but there wasn't much software back in the day, other than games and eventually Facebook, so it seems like it was never used just because majority of people didn't have a need to have any apps on their phone unless you're a girl who downloaded the "pocket vibrator".
