I want to get more into programming and want to finally start learning Linux?
What's the best distro and desktop environment?
Currently looking at arch and Kali. Any opinions?

Start with Ubuntu and see if you even like Linux first rather than diving in headfirst. Kali if good if you're a network engineer or a skiddie, but I'm guessing you're neither.

Ubuntu requires so little configuration or work in general that it's not even that great to tell whether or now you like linux. Arch is a lot harder to use at first but if you have the patience to figure it out it'll be a lot better, especially if you want to learn rather than having something that just werks
I wanna get a really cheap laptop and put arch on it so I can feel cool and learn to program. I heard chromebooks are good for this.

You will always have to deal with that crappy storage space. A used ThinkPad T420 will be more useful.
RHEL Certification videos are a great way to learn Linux quickly. You'll need Fedora. Ricing Arch is more fun, but you won't learn as much. Your call.
