Is there a way for me to put a texture overlay on all my windows

Is there a way for me to put a texture overlay on all my windows on Classic Windows? Like in that old software window blinds you can put any texture on your theme, only not Classic.

Windows 7 here

I'm aware that Imgur.com will stop allowing adult images since 15th of May. I'm taking actions to backup as much data as possible.
