Is a light like this a good ground for an antistatic wrist strap?
I'm making a nintoaster and don't m is what to clip it to.

If the metal is connected to an earth pin on the plug, it will work. Otherwise it's probably worse than not wearing the strap at all
Does the lamp's plug have a ground pin? If not, it's not grounded, and you may as well be clipping it to nothing. The best commonly available ground is to back off the screw holding the faceplate of an electrical outlet to a wall just a little bit and clip to that.

I also use a grounding mat/strap often enough that I went and made this for a few bucks. It's just a wall plug from a hardware store with a length of copper wire attached to the grounding pin. The pins carrying current are not connected whatsoever. It lets me work wherever I feel like without worrying about whether or not there's a suitable ground in the immediate vicinity.

Who uses anti-static wristbands in the first place? Won't you be fine if you just rub your hands on metal?

You would be fine if the metal is grounded. Its like when people say touch the inside of your case but unless the PSU is plugged into the wall the case isn't grounded.
