Moving to a new apartment and the 2 guys living there said they currently use 2 routers... They say that the internet slows down around 5-6pm when everyone in the building starts coming home from work, and that they sometimes have slowdown/issues with one router and that they then switch to the other one and its fine.
Seems to me there should only ever be 1 router right? Maybe the 'issue' is having 2 routers and the modem is toggling between them or something... Is there any reason to have 2 routers in a 3 person apartment?

If they're not retarded a 2 router setup should be fine. But chances are they are retarded so just go straight into the modem at around 5-6pm when it slows down and see if it's still slow holy shit this isn't rocket science.

Also double check and make sure they're not "donating" free bandwidth. Rule out the simple things first.
