you can recreate this by pressing ctrl + a on the desktop and clicking somewhere else, F5 removes it.

It's by design. It's to show you which part of the interface is currently selected for keyboard use. If you press Tab it will cycle between Desktop, start menu, taskbar, system tray, etc. for in cases where you can't use the mouse.
