So has anyone actually made malware that took advantage of this exploit or was it just a bunch of hot air?

It has literally never been seen in the wild even once.

Just a theory.
What if Google hired a company to find exploits for older android versions to then use it to Google-ify them, making them part of the Google botnet?
And >>56240486 could be a reason for that.
Wasn't ever used openly (3 letter fags probably took/take advantage of it) since absolutely no uses mms

It's just a river in Egypt.

Yes. I made malware that used stagefright and towel root to remotely root Android devices. It worked and I deleted it. To my knowledge it no longer exists which is great, but anyone with a little free time and some tutorials could easily do what I did.
To answer your question more completely, stagefright hasn't had any major impact on devices in the wild but I'm sure it has been used against a few individuals for various reasons. It was a proof of concept thing, and oh boy does it work. I feel like it could've been a lot worse.
