The same way China has tech centers like Hong Kong, Beijing, etc, that are far ahead of the people in the out skirts, thesame thing will happen in the west. If you're in LA or NY you're gonna get the most high tech gadgets, self driving cars will be every where, 3D printers, VR, and all that. If you aren't in one of these major tech centers you'll be left behind.

Well my personal opinion is that new big thing will be computers who make programs. For that you need to go to architecture lvl and change it. I know that some branches of AI makes it possible now, but because of how AI works i dont think they will manage to produce it because for that you need something that will work 100% of time without any human interaction. :)
