I have a good idea for a social media app

However, I have no programming knowledge.
I have about 15K worth of seed money to start with; I had a consult with some people who said that the app could be done for about $3,000 by one programmer, but saying I spent up to $5,000 for the program and support I would have a fair bit left over for marketing
- What is the most cost effective way to hire programmers?
- What is the most cost effective way to build a user base? i.e. where should I advertise and what events should I go to/table at?
