You need measure the change in time it takes the laser to reflect back off an object. It seems like it would be quite noisy if there was alot of atmospheric disturbances ie rain / fog/thermals

If you want to just point it at your roof a laser might actually be better. You will need to shield the base from any vibrations. Have a look at laser interferometers. It's the same principle.
