Is Arch Linux preferable on old hardware compared to light distros like Lubuntu & Xubuntu?

You can use pretty much any distro on any hardware, it's your choice of WM/DE that can really bog things down.

Lubuntu 16.04 works well on a Pentium 4.
If you want something that will give you the last drop of performance on that old hardware then go for gentoo, you can comple everything with the extra features that your cpu might have, but aren't enabled on binary distros, you can also turn on and off features that you don't need at compile time so make the binaries lighter, if you want an even lighter gentoo you can go for gentoo with uclibc or musl, since glibc is bloated as fuck.
But that will be time consuming, if you don't have that kind of time, or need the last drop of performance then just go with lubuntu.
