1070 seems like total overkill for 1080p 60hz, but on the other hand if I wanted to get a 144hz 1080p monior or even 1440p the RX 480 wouldn't be good enough without turning settings down a good deal.

true, if you plan to keep it for a year. Games will become more taxing later on specially geforces has no async, no dx12 and no vulkan and will be gimped when volta comes out. It will be a 1080p card soon

If it does, it won't in about 2 years give or take.
It doesn't have the gift of dat GDDR5X either, so it'll need a miracle to keep performing well on 1440p given it's basically a 980ti.
