download atmel studio if you're on windows, avr-gcc if you're on linux
and avrdude

OP, if you want to learn micro controllers some needed skills will be programming knowledge/logic, usually it's C++. Learn how to use libraries to your advantage so you don't have to reinvent the wheel every time you do something. Also learn about basic circuitry.
