What caused the demise of the 90's hacking "scene," when clever teenagers could make international news by exploiting security holes? Now, the big "hackers" are teams of 30-something guys with advanced degrees working for nation-states.

There is a reason why vandalism is a minor misdemeanor with community service slapped on, but website defacement (which is just vandalising a website) is a federal crime.
